MINUTES OF THE PUBLIC HEARING
ON THE
LEVY AND TAX ASSESSMENT RATE
FOR FISCAL YEAR 2013/2014

BOARD OF TRUSTEES
NOVEMBER 21, 2013
 

The public hearing of the Northlake Public Library District Board of Trustees was called to order at 6:30p.m. by President Orlando Rivera. Present were Board members: Salo, Gutierrez, Wright, Efta, Mukite, Rivera. Absent Board member: Garcia. Also present were Sharon L. Highler, Library Director; Mary Jane Garrett, Head of Technical Services; Rich Stronczek, Business/Building Manager; Laura Bartnik, Head of Adult Services; and Paul Inserra of McClure, Inserra & Company, Chartered.

The public hearing was necessary because the levy for the 2013/2014 fiscal year was increased more than 5% over the previous levy. The increase was done in order to capture tax revenue from a Tax Increment Financing district that is concluding. The TIF district was established by the City of Northlake to provide an incentive for new businesses to begin, and was planned to conclude after a set number of years. The increase over 5% by the library district will not affect any property other than that contained in the former TIF district, plus any new construction.

Due to tax protests, foreclosures, etc., within the library district, the district will never receive an actual levy amount. The levy amount is always greater than the amount actually received for the budget.

No members of the public were present for the hearing.

Beginning at 6:43 p.m., Paul Inserra of McClure, Inserra & Company gave his informational presentation on the audit of the library district for the fiscal year 2012/2013. The audit documents consisted of the bound Financial Statements document plus two letters of additional analysis and information about the district’s accounting procedures by the firm. Mr. Inserra gave an overview of the audit with additional focus on areas including the statement on net position of the funds, changes in fund balances and statement of activities, deposits and investments, and areas for improvement. 7:06 p.m., Mr. Inserra was thanked for his presentation and he left.

No members of the public arrived during the presentation.

The public hearing was adjourned at 7:06 p.m.
